If you want to qualify for a low mortgage rate, here are a few tips on how to do it.

Are you thinking about buying a home or refinancing the one you've got, but worried you won't qualify for a low mortgage rate?

Well, they say knowledge is power, so you may want to read about what the experts say you'll need to qualify for today's best rates.

And if you have any doubt that today's rates are low, consider that Mortgage News Daily, an organization that provides housing news and analysis, reports that as of September 25, 2012, "we've never seen rates move lower this quickly from all-time lows to 'even lower all-time lows.'"

That rate, they say, as of September 25, 2012, is 3.33 percent for a 30-year fixed rate mortgage, a 52-week low.

Of course, that rate is for those with qualities such as excellent credit, sufficient equity, job stability, and a few other things that impress lenders, as we'll explore below.

But if you fall short on any of these, don't give up. We've asked experts to weigh in with tips on how to correct any "issues" you might have.

Read on to see if you have what it takes to qualify for a historically low mortgage rate and save money for the next, oh, 30 years or so.

Criteria #1: Excellent Credit Score
Do you have wonderful relationships with your credit card companies? You know: never fighting, no nasty letters exchanged, never any penalties? If so, you probably have a great credit score as well, which is the first thing a lender will check, says Don Frommeyer, president of the National Association of Mortgage Professionals (NAMB).

"A good credit rating is absolutely vital to qualifying for a low rate," he says.

But what's a good credit rating, you ask? Good question. According to Chris L. Boulter, president of Val-Chris Investments, Inc., a California company specializing in residential and commercial loans, you'll need a rating of at least 720 on the Fair Isaac (FICO) scale, which Boulter says is the scale most banks use. The scores run from a low of 300 to a high of 850.

If your credit score is lower than 720, don't worry. You can still qualify for a loan, but it may be offered at a higher rate, says Boulter.

Tips to Qualifying: Not quite where you want to be on the scale? Here are some steps to improve your credit score:
  • Pay your bills on time. According to the FICO website, prompt payments are one of the biggest factors in determining your score.
  • If you are having trouble making payments, FICO suggests calling creditors to work out a payment plan, or using a credit counseling service.
Criteria #2: Stable Job History
Stability: it's a word that lenders place a lot of emphasis on…especially when it comes to your job.

In fact, Boulter says one way to qualify for a good rate is to be with the same company for at least two years. And if you've changed jobs, lenders want to see that you are still working in the same industry.

"It shows stability," says Boulter. And stability, he says, translates into a "reliable borrower who will pay us back."

But what if you've had a disruption in your employment? The good news: you could still qualify for a mortgage. The bad news:  it just might be at a higher interest rate, says Boulter.

Tips to Qualifying: Want the lowest rates? Here are a few pointers:
  • If you are self-employed, make sure your job title on your tax return reads the same each year.
  • If you were recently promoted or have been in the same job or industry for five years or more, make sure you point that out to your potential lender, says Boulter.
Criteria #3: Sufficient Income
You'd think that banks would want to lend everyone money; after all, they make more money when you pay them back with interest.

But that's the thing: banks need to be sure you can actually afford to pay them back. One way they gauge this? By ensuring you have sufficient income for the mortgage you want.

Of course, lenders realize that people have many monthly expenses, from food and clothing to car loan and credit card payments. So the bank is going to use what they call a debt-to-income ratio to calculate whether you are a good risk for borrowing their money, says Boulter.

To do this, they'll look at certain monthly expenses, such as your new mortgage payment, property taxes, homeowners insurance, credit card payments, car insurance payments, etc. All of this together cannot add up to more than 40 percent of your gross monthly income. Lower is better for getting the best rates, says Boulter.

Tips to Qualifying: Wondering how to improve your debt-to-income ratio?
  • If you're self-employed, consider writing off less in your taxes so you effectively "earn" more money.
  • Pay down credit cards to lower your monthly payments.
  • Shop for less expensive houses to lower your monthly mortgage payment.
Criteria #4: Good Down Payment
Think of your down payment as collateral for your loan.

If you put more money into a down payment, the less risk the lender has of losing money should you stop paying back your loan, also known as defaulting.

So, the higher your down payment, the more at ease lenders will be about lending you money, and the more inclined they'll be to offer you their lowest mortgage interest rates, says Boulter.

But how much is enough?

"Banks want to see a 20 percent down payment," says Boulter. That's the minimum for qualifying for the best rates, he says. It also gets you out of another expense: private mortgage insurance (PMI), which lenders often require if your down payment is less than 20 percent. PMI helps to insure them against you defaulting and costs $50 to $100 a month, according to the Federal Reserve System, which oversees national monetary policy and the banks.

Tips to Qualifying: Here are a few ways to make a larger down payment:
  • Consider taking money out of other, under-performing investments to increase your down payment; Boulter advises seeking a financial expert's advice before such a move, however.
  • Shop for a less expensive home with the same down payment. That effectively increases the amount of your down payment.
Criteria #5: Adequate Assets
Your bubbly personality might be a great asset at cocktail parties, but it's not going to get you anywhere with a lender. They want to see assets that can be turned into cold hard cash relatively quickly, if you want to qualify for the best interest rates, says Boulter.

"[Lenders] want to know that you can pay your bills and your mortgage should you hit a bump in the road," says Boulter. These bumps he's referring to can include anything from unemployment to unexpected medical expenses.

So how big of a bump do you need reserves for? Boulter says lenders want you to have four to six months worth of reserves - that is assets that are in cash or can be quickly converted to cash. Some examples include stocks, bonds, and retirement accounts.

Tips to Qualifying: Check out these tips on how to increase your assets:
  • Though they are not considered liquid, Boulter suggests listing assets such as jewelry, artwork, cars, etc., when applying for a loan. It can't hurt.
  • If it's possible to do so without a penalty, convert investments to cash and bolster your savings account. But, says Boulter, this should be done only after consulting a financial expert.

6 Ways to Give a Home a Budget-Friendly Makeover

1. Paint the furniture.
An easy way to shake up a room is to paint your furniture. Go bold with a red accent piece or lighten up the room with a white finish. You can also skip the paint altogether and opt for a simple stain. The color options are endless and the cost for this project is fairly cheap.

2. Add indoor plants.
It’s amazing how much a simple plant or two can dress up a room and add an unexpected pop of color. Not only do real indoor plants purify the air inside your house, but they also bring a remarkable amount of life to any room. Aim for low maintenance plants that have a variety of colors and textures and can be displayed in unique ways, like inside a non-working fireplace.

3. Accessorize
A cheap and easy way to spice up a dull room is to accessorize with colorful pieces, such as throw pillows for the couch, bold frames, or an eye-catching mirror. To keep it affordable, use the items you’ve already got or restore them with a new coat of paint or embellishments. You can also find cheap accessories at antique shops, flea markets, and thrift stores.

4. Create an accent wall.
An accent wall can take any room from blah to beautiful in a matter of hours. Whether you paint one wall in a contrasting color or use whimsical wall decals, an accent wall can make your home appear bigger and brighter than before.

5. Rearrange the furniture.

Popular Refi Programs for Homeowners with Equity

Interest rates have been hovering near all-time lows for weeks now, and many people are watching reports on both how low rates are as well as “new” refinancing programs such as the HARP refinance for underwater borrowers.

But what if you don’t currently owe more on your mortgage than your house is worth? Can you still refinance?

Of course!

In fact, in many circumstances it will actually be easier to refinance if you have equity in your home.
When considering refinancing, the first step is to identify your goal. Do you just want a lower monthly payment? Do you want to get cash in exchange for some of the equity you have built up in your home?

Once you have identified your goal, the second step is to learn more about the refinance program that will best match your needs.

Conventional refinance
If your loan is backed by Fannie Mae or Freddie Mac, it is considered a “conventional” loan. Refinancing a conventional loan is the most common refinance option. Highlights of conventional refinance programs include:
  • Appraisal required
  • Full employment and income verification
  • Employment history of two years
  • 620 credit score
  • Popular to go from 30-year term to 15-year term
  • 95 percent loan-to-value with mortgage insurance, 80 percent without
  • Lender credit allowed to cover closing costs
FHA streamline refinance
The FHA streamline refinance program is designed for people who currently have a Federal Housing Administration (FHA) loan and just want to lower their monthly payments. If you have done an FHA streamline refinance in the past, you may still be eligible to do another FHA streamline as long as it benefits you financially. Highlights of the FHA streamline program include:
  • No appraisal required
  • No income verification
  • No credit score verification required by HUD, but payment history will be considered
  • Low fixed rates
  • Lender credit allowed to cover closing costs
VA streamline refinance
The VA streamline refinance is a popular program for veterans or active-duty military personnel who have a Veterans Affairs loan. Similar to the FHA streamline, the VA streamline is designed for people who want to lower their monthly mortgage payment without getting cash out. Highlights of the VA streamline program include:
  • No appraisal required
  • No income verification
  • No credit score verification required by HUD, but some lenders may set minimum score requirements
  • Low fixed rates
  • Reduced funding fee requirement (0.5 percent)
  • Lender credit allowed to cover closing costs
Cash-out refinance
In the event that you want to convert part of your home’s equity to cash, there are programs called “cash-out” refinance programs. FHA, VA and conventional loans all have different cash-out refinance requirements, but generally speaking, here are some highlights of what to expect:
  • Appraisal required
  • Full income and employment verification
  • 620 credit score
  • 85 percent loan-to-value for FHA; 80 percent for conventional; 100 percent for VA
  • Lender credit allowed to cover closing costs
While rates are low, it will often make sense to refinance — whether you want to get cash out of the equity of your home or just lower your monthly mortgage payment.  In each of the above scenarios, one thing sticks out regardless of which program you’re interested in: "Lender credit allowed to cover closing costs."

6 Must-Have Features for Your Next Home

What's missing from your current home? Storage space? Decent parking? Privacy? Chances are, you might not have noticed these missing features when you and your home were in the honeymoon phase. But, sometime in the first few months, that deficiency became glaringly obvious.

When you tour a home, it's normal to get so caught up in the granite kitchen countertops that you might not notice there's insufficient square footage to butter your morning toast. And while that master bedroom looks stylish and neat, you don't realize that it's the size of a postage stamp.

Sometimes, there's a fix. You can downsize the bedroom furniture. You can install shelving or buy bookcases to add storage. And for privacy, you can put up curtains or a fence.

And sometimes you just have to learn to live with it. Or vow that next time around, you won't make the same mistake.

There's no such thing as too much storage
No one ever walked out of an open house thinking, "Nice place, but too many closets." On the other hand, a good staging job can disguise that a home has precious little storage.

This is where it pays to use your X-ray eyes. Visually strip away the furniture in a for-sale home and place your furniture and belongings. Or simply measure -- both the rooms and the closets -- and compare it to what you have now, says Eric Tyson, author of "Home Buying for Dummies."

Ditto for kitchen cupboards, pantries and counter space, says Michael Corbett, author of "Before You Buy." Those countertops may look spacious until you get out all of your kitchen toys and discover there's not enough room, he says. Really look at a kitchen in terms of what you need when you cook to make sure the home offers the counter space you need.

Test the commute before you commit
You're only 15 miles from work. How long is that in traffic time? That daily commute factor is "a really big one that a surprising number of people don't properly research before they commit to a house," Tyson says. He advises trying the commute a few times, driving both ways, before you buy.

"If you wait until you move, it's kind of too late," Tyson says. "You're stuck with the house at that point." Instead, "do the actual commute during the actual time of day -- to and from -- that you'd be doing," he says. And talk to people with similar commutes. You may discover that it ebbs and flows at various times of the year.

Some buyers shop for homes where "commute" doesn't automatically mean "car," says Ron Phipps, immediate past president of the National Association of Realtors and principal broker with Phipps Realty in Warwick, R.I.

"We're seeing a lot more urbanization and a lot more people moving toward public transportation links," he says. One college professor wanted a home that was a comfortable walking distance from campus, he adds. "Five years ago, that wouldn't have been a priority."

How well will you fit in with the neighborhood?
It could be the Saturday night party house, the guy who believes Sundays were made for leaf blowing or the kid who practices the tuba 24/7. Every neighborhood has its eccentrics, and you need to know if you can live with them.

One of the best ways to find out what's going on in the neighborhood is to chat up the neighbors, Corbett says. "You must find out if there are any existing neighborhood problems."

From the minor issues (such as one neighbor's casual mechanic "shop") to the major (a string of crimes in the area), you want to know the concerns of the people who live there. "It's really about asking questions upfront," Corbett says. Ask the seller, and do your own research, too.

One smart move is to visit during morning rush hour, afternoon and evening rush hour, adds Corbett.

One prospective buyer who planned to work from home even toured a home with a phone app that measures ambient noise, Phipps says. The place was quiet, "so it wasn't a problem," he says.

Make sure you have enough power and water
Most people flip lights and faucets on and off when they tour a home just to make sure they get the expected result.

But that's hardly the test of whether the water pipes or electric wiring will meet your needs, Corbett says. You'll need to determine if the plumbing and wiring can accommodate your lifestyle.

Flipping a bedroom light on and off doesn't compare to a busy morning with two blow-dryers and an electric shaver running while the microwave heats breakfast, the air conditioning clicks on and the TV blasts the traffic report.

And if you are showering while someone does laundry and a third person flushes the toilet, will you feel a drop in pressure or a blast of cold water? With water, you can run a few things at one time and see how the home handles the pressure, Corbett says.

As for the electrical systems, you might want to talk to your home inspector, he says. Just explain that there are X number of people in the family who may use electricity simultaneously and ask if it will hold up, Corbett says.

Don't forget a home for your car
It's a great home for you, but does it fit your car? Tyson remembers one home he owned came with street parking. It was great, but simple errands such as a trip to the market required a little more planning and a few extra steps. "In retrospect, we wouldn't have done it differently," he says. "But you have to make sure you understand the ramifications of not having a garage in the city."

Likewise, Corbett has seen buyers in condos or town houses realize they don't have a space usable for their car. Especially if the designated spot is against a wall or post, he says.

Some neighborhoods have rules about parking in the driveway or on the street. So if you have a preference or other plans for your new garage, it's smart to check any covenants before buying.

How much do you love your neighbor?
Privacy is a factor that some buyers overlook until it's too late. "If you're in the bathroom, are you staring into your neighbor's shower?" says Corbett. "You really have to be smart. Try to spend some time in the house." The goal is to get the feeling of what it's like to really live in the house before you actually buy it, he says.

Do a quick test run and think about the home and what you plan to do there. Then take an hour and "walk through your experience of how you live in the house in a day," he says. You should ask yourself if the home suits both you and the way you plan to live.

"I think the biggest mistake that people make is they have to see not only do they fit," says Corbett, "but does their lifestyle fit?"
